A police spokeswoman said 20-year-old Frank Briggs faces charges of murder, attempted murder, aggravated assault, recklessly endangering another person, and firearms crimes in the Feb. 28 shooting near Penn's Landing.

Investigators said the bus, followed by several cars loaded with friends and family, arrived at a hotel for a post-concert party after the rapper headlined a sold-out show at the Theatre of Living Arts. Jowann King, 26, of Flushing, N.Y., was killed.
